I cant date it,but I think arround 1900.
Very realistic scenery: Happy people, men, women and even one lucky kid, are working happily together in the nice weather. Everybody are having a good time, except for one guy wearing a tropical helmet, standing a bit alone.
Maybe his colleagues are mobbing him becase of his headgear?
